I'm in the Vault-Tec Headquarters (or I think that's what the place is called), and I just reached what would have been level 13. When I get the XP that brings me from lvl 12 to lvl 13, the game says "level up" and makes the noise that it usually makes when I level up, but the window to assign skill points and choose a perk doesn't pop up.
Installation: Just unpack and put ONLY ONE .esp into your Data folder. I would recomend slower leveling instead of faster, but choose whatever you like. This mod changes XP required for next level, it can both slow down or speed up experience required. Also changes XP from killing and hack/lockpick/speech challenges.
