As the title of the game suggests, much of Arcane is knowledge/affinity of the cosmos or generally knowledge in itself. Go down to the lower area to find two more Brutes. Kill them to get two Blood Vials each. If you already opened the lift just beyond the two Brutes, you can head down the lift and up the stairs to the left to the next bridge.
